UNICEF supports Serbia’s efforts in promoting and protecting the rights of every child and ensuring equal opportunities for all children to develop to their full potential. Our programmes are aimed at supporting excluded and vulnerable children from the beginning of their life, and throughout their childhood and adolescence.
Within Early Childhood Development programme, UNICEF in partnership with Nordeus aims to develop communication packages and platforms for parents of young children in order to equip them with information needed for positive parenting and provide them support during this critical life period.
City Institute of Public Health Belgrade (who manages “Halo beba” telephone counselling) has established a partnership with UNICEF and Nordeus to release an individualised mobile app to convert its professional knowledge into an accessible digital form and offer additional innovative features to the parents complementary to already existing “Halo beba” telephone counselling service and Halo beba website. To support this process, UNICEF Serbia seeks to engage an expert for the development of the Product Roadmap for the mobile app “Halo beba”.
Parents and parents-to-be are informed and empowered in a timely manner to make the right decisions regarding the care and development of their child using the mobile application “Halo beba”.
The desired elements of the application include, but are not limited to, engaging texts, images and videos, personalized content, etc. City Institute of Public Health Belgrade should be able to control the app by using a system for adding new content, notifications and possibly other items after the initial development & release of the app. It is not decisively determined if the app should be developed for the Android or the iOS mobile devices, or for both of them.
After the initial release of the app with the core set of features and content, there should be a clear roadmap (with feature set) for the next releases which will focus on the implementation of innovative technologies (Machine Learning, Artificial Intelligence, Augmented Reality, etc.) in Halo Beba mobile app.
The app specification and resulting development should be aligned with Principles for Digital Development (https://digitalprinciples.org/), especially the one focusing on the Open Source principle. Innovative app features should be aligned with UNICEF Innovation Fund definition of Frontier Technologies (more information available at https://unicefinnovationfund.org/#/about).
Deliverable 1: A document containing the following sections:
Timeframe 1: April-May 2019 (12 work days)
Deliverable 2: Written report on the progress of mobile app implementation.
Timeframe 2: May-July 2019 (3 work days) depending on the implementation cycle
